Are the RDS servers in their own OU, or sharing it with other servers? If 
they're sharing, are users actually likely to log on to the other servers? If 
they're in their own OU, I'd set up a "redirect to local userprofile" GPO with 
Loopback enabled in Replace mode, link it to the RDS OU, and security filter it 
to the target users. Then test with GP Modelling/Results to see what 
redirection policy gets applied.

No. All 3 RDS servers are in the same OU, but the users are in various
other OUs.
