Just out of curiosity what is the test for this? If you remove the crt socket and try to turn on the one's you have worked on will the set come on and stay on with high voltage? I removed the pin guide socket and see no signs of arcing on the socket or the neck of the crt, but I will replace the silicone and see what happens although on the set I am working on I removed the crt socket and placed the flyback crt anode in a ceramic cup and the set still goes into shutdown and I have to remove power to get it to try to power up again each time.
