[TechAssist] Panasonic CT-32HC43G Wont turn on

This is a 2003 set that the customer said he only has had for a month and
bought it as-is. It will try to turn on sounds like high-voltage tries then
shuts down and the front panel light will start blinking very slowly about
4-5 times. I must unplug it to get it to do anything after each time. Has
anyone seen one of these of have any tips, or have a manual?
