Will it be more fair to compare X2Y application on build up package application 
vs. IDC caps ?

Just use 0201 MLCC capacitors. They are space efficient and low inductance.  
They supercede X2Y for low inductance.  The wide aspect ratio and 
multi-terminal capacitors have fewer sources and are higher cost.

Our tests show that the X2Y capacitor is no better than a properly
mounted
0402 capacitor.
