DD..the standard says "In motion the curve(sabre) is accentuated and the
tail is raised...." if the curve is to be "accentuated" then a dead tail
that bounces off the hocks has no curve..nor can it raise to the proper
elevation in motion. Now to what degree a judge wants to penalize this I
suppose is up to him as the standard does not state this. We have all seen
tails that are hooked..carried to one side..or even cork screwed..these are
all common however all the aforementioned types of tails still are raised
in motion and act as a rudder even though they mar the general appearance
of the dog. A "dead tail"  or "poker straight tail" on the other hand is
either fixed or as you say symptomatic of a more serious spinal problem.
However If I were judging..would I dump the total dog for a dog of much
lesser quality all the way around..I don't know.C.Grainger
