Dogs getting out has always been my biggest fear. As for someone calling a strange dog off livestock, I think it's improbable. Where I used to go herding, loose dogs were occasionally a problem. You had better believe the gal who owned the place isn't about calling a shelter or rescue if there are dogs chasing her lambs. I used to own a vacation house near State game lands. The hunters are just as "serious" about game not being worried by dogs, and yes, they will shoot a loose dog. It's not "zero tolerance" on my part. In each case, the actions are permitted by law.
