Addendum: I just looked at the DuPont paper again. The experiment carried out was to see what the effect of varying the amount of Hydroquinone and Borax had on a D-76 type developer. The authors conclude that the Hydroquinone is not necessary and, in fact, fog levels were lower using Metol alone. Because Metol is acid the activity of the developer will be lowered as more is added unless compensated for by the addition of more Borax. The sulfite content, as shown below, is 75 grams per liter, closer to the optimum than the 100 grams per liter used by Kodak. Moyse and White agree with the Kodak finding that bromide is not necessary. DuPont's recommended developer based on the findings described in this paper is:

Water                            750.0 ml
Metol                              2.5 grams
Sodium sulfite, dessicated        75.0 grams
Borax, granulated                  5.0 grams
Water to make                      1.0 liter

From the curves shown this appears to have about the same activity as full strength D-76.
Keep in mind that the tests were made using c.1929 motion picture negative film. I have no idea if the conclusions would be the same for modern films.
