Although it is possible to develop on a local Windows copy using setups
like the one you mention, I think there are enough ways of tripping up
when porting to the server site that is much easier, at least in the
beginning, to do all development on the server, itself.  Using the
Drupal admin menus.  There is a menu choice to take the site offline
while one is working on it.
