Are you suggesting that carriers share a transmitter? That seems pretty
unlikely.
Also, isn't duplicate coverage the same thing as increased capacity?

and combine it in one pool. For each cell in a given market, you allot only the
number of RF channels they need to meet user demand. You don't duplicate

This assumes that cells use shared towers, as they usually seem to do. Of
course, if cells do not use shared towers, you would achieve even greater
savings.
Now, overall, this approach will save spectrum. No unnecessary duplication of
coverage.
