Indeed. So the IEEE, through their 802 group, makes available certain tools,
such as 802.1X authentication, that any of the 802 LANs can use. Including
WiFi. And they give guidance for interoperating with other networks. 802.11
Annex V describes many services that WiFi users may have access to, but that
doesn't mean WiFi does it all.
And in fact, 2G-4G are similar in this regard: they depend on the global
telephone network, and now also on the Internet, to link your call. But these
cellular schemes handle the handover entirely on their own. The fact that the
other article described VoIP, in particular, certainly suggests that for the
roaming voice telephone feature, they were using IP, layered on top of WiFi. So
of course, this will work with any layer 2 that can carry IP, including 3G, 4G,
Ethernet, FDDI, ATM, ... , or clearly, also between WiFi nets. IP is doing the
heavy lifting, for that VoIP example.
Here's an excerpt from 802.11 Annex V, which describes internetworking:

A salesman travels across town to a meeting at ACME Manufacturing. While there,
this user needs to send email to get a document from engineering. On his
laptop, he requests the WLAN via the laptop's UI to search for guest networks.
The laptop performs the following steps:
a) The laptop's non-AP STA performs an active scan by transmitting a Probe
Request frame containing the wildcard SSID and an Interworking element with
Access Network Type subfield set to "Private Network with Guest Access." In
response, it receives Probe Response frames from several of ACME
Manufacturing's APs, but only one SSID is provided, which is "Guest." ACME
Manufacturing's APs did not transmit Probe Responses for the SSIDs
"Engineering" and "Finance" since their access network type is "Private
network."
b) The Probe Response received by the laptop indicated the following
capabilities:
1) Extended Capabilities element indicates: AP provides interworking service.
2) Interworking element indicates: Internet is available, venue group = 2
(Business) and venue type = 8 (Research and Development Facility).
3) RSNE indicates: IEEE 802.1X authentication with CCMP pairwise and group
cipher suites.

A casual user might think that WiFi does all this. In fact, WiFi is linking the
user to non-WiFi infrastructure, including 802.1X authentication servers (not
dedicated to just WiFi), including the Internet, and corporate firewalls, to
make the system work.
And how do the networks access TVs that are not connected to
an antenna or MVPD service.
Yes, the networks are using the Internet for on demand access to some
of their shows after they have aired. And they have created Hulu to do
the same, with the addition of the live streams in an announced, but
not yet introduced VMVPD service.
So there you are, you answered your own question. And it's not "some" of their
shows. Between their own sites, Yahoo View, Hulu, CBS All Access, I don't think
there's any content that can't be accessed on the Internet, and there's a lot
of content that cannot be accessed except on the Internet!
But they ARE NOT bypassing their affiliates,
Possible exception of the linear streams, sure they are. That's why the
affiliates should be finding new critical Internet roles. The linear streams
are now being consumed by a clear minority of TV viewing, Craig. So what does
that tell you about how critical the local affiliates are?
Different services Bert.
Is watching a show, recorded on a PVR a couple of hours earlier, a "different
service"? Hardly, Craig. It's precisely the same content, viewed much more
conveniently, and often with a very minor delay. I do not consider watching
NCIS from cbs.com to be any different from what I was doing before, time
shifted from the PVR. And yet, the local affiliate is out of that loop now.
That's how I watch all my prime time TV, Craig, and apparently most people do
this too.
Also local stations can offer their own content, belonging to
them, online too!
Who's watching?
Those, such as (evidently) yourself, who believe they need the local affiliate
to be online. That are! You have to rethink how TV content is delivered and
consumed these days, Craig. Same content, but distributed differently and
mostly consumed differently. People prefer convenience, as opposed to doing
things the old way.
