Perhaps, although Berlusconi's Mediaset channels, for example, are also FOTA, and are not government supported. I really do believe that if a significant enough number of people in the US would "cut the cable," you would see the congloms a lot more interested in seeing that some of their cable-only stuff gets on the FOTA spectrum. It's sort of the same as housing prices. Why did the cost of homes grow so fast starting in the early 1970s? One huge reason is, because the baby boomer generation embraced the two-income household model. The ERA movement, remember, and consequent stigma against women who didn't work outside the home. So home sellers responded by jacking up prices to what the market would bear. The congloms do exactly the same thing.
