I have NS4.73 to test and all your borders show up...
margins work there too...

in the head ... that should cover it all..

You can more or less say that everything that won't work in
Netscape is the rule of thumb if you want to cater for
all... if not .. just don't use absolute positioning...

btw your background needs configuring.. right click choose
page properties | background tab and configure all  (change
from automatic .. choose colours)... under colors.
