I think the principle is: avoid confrontations that can lead to all-out nuclear war. If we make too much trouble for Mush, he gets ousted and foam-mouthed loons get the bombs. Then we have to take those bombs out, before they might be used. Which leads to possible escalation. And so on.

Surely you don't blame the US for that policy? Or would you prefer the morally upright mushroom cloud?
