it is not for Owers to allow or not allow the flying (on the top
of official buildings)
of the flag i.e. the Union Flag. **The Union Flag.**

>>>>>>>>>>>>>>>>>>>
The flying of the Union Flag on public buildings is decided by
the Department for Culture, Media and Sport at The Queen's
command.

The Union Flag is flown on Government buildings on days marking
the birthdays of members of the Royal Family, Commonwealth Day,
Coronation Day, The Queen's official birthday, Remembrance Day
and on the days of the State Opening and prorogation of
Parliament.

It is also flown on St David's Day (Wales), St George's Day
(England), St Andrew's Day (Scotland), and St Patrick's Day
(Northern Ireland).

Although the Union Flag originated as a Royal flag, it is now
also flown by many people and organisations elsewhere in the
United Kingdom by long-established custom.

Its use as an emblem has extended beyond the form of a flag and
the Union Jack is frequently depicted on other objects.

if people want to fly the English Flag/St George's Cross, wear
it, paint it on their face,
they can and do,

This red-cross flag of In-ger-land has, by happy accident, been
saved from being tarred with a blunt nationalist brush this
summer because, almost unimaginably, it has become an emblem that
embraces football fans of every class, creed and colour. It flaps
from the nation's Indian takeaways, from the fly-blown,
fluorescent-lit offices of minicab firms staffed by the latest
waves of what spiteful, Little England newspapers insist on
calling "bogus asylum seekers", when what they mean is low-paid
workers from even lower-paid countries willing to do our dirty
work, and yet choosing to fly the flag of old England's
whiter-than-white patron saint

but they (probably) can't put it on the top of buildings in place
of the Union Flag. And if they're prison officers (e.g.) they
can't carry it around HM Prisons.
