No, it isn't. Nor is it inconsistent with any number of things. I have no idea what's meant by saying that these Iraqi officials continued to believe it 'possible' that Iraq had WMD capability 'hidden away somewhere' although they 'had no direct knowledge of WMD programs.' 'Yeah, could be,' doesn't strike me as sufficient grounds for a pre-emptive war.
