I think it is control shift b if that doesn't work you can find it in the
menu.

If you go into the address book you will see 'To', 'CC' and ;'BCC' buttons
once you've selected a recipient.

I've noticed that once you've selected a BCC addressee once, the BCC button
remains on the 'blank' message creation screen until Outlook is closed down.
