Due to poor peering practices, till about a few years ago, a Sify DSL
user would go all the way to the US and return to India to access a
colocated server in VSNL. This could have led to the general
perception that Indian servers are slower to access than their foreign
counterparts. With improved co-operation between ISPs, I do think this
is no longer the case (check
http://www.nixi.org/, for example).
