The utility of a mirror depends primarily on the access speed to
end users. I tried ftp.iitm.ac.in ~3 years ago and found it slower
than mirror.aarnet.edu.au. I'm was and still am using an Airtel

Yes. Recently, there have been major infrastructure upgrades in IITM,
which have brought a perceptible speedup to IITM sites/server. Also,
usage statistics (available only in campus) indicate that
international traffic is more than Indian traffic. So, it should now
be a better choice as a mirror (I think).
