The utility of a mirror depends primarily on the access speed to
end users. I tried ftp.iitm.ac.in ~3 years ago and found it slower
than mirror.aarnet.edu.au. I'm was and still am using an Airtel
DSL connection from Chennai. Has connectivity/bandwidth improved
recently?
