I think it is related to the text frame inset. When a frame is embedded, it is 'treated as text'. Normally text does not go to the absolute edge of the frame, but has a small inset. Thus a frame that is the exact same width as the enclosing master frame will not fit. Thus any embedded frame needs to be a maximum width (or height) equal to the master frame size - 2 * inset.
