Yes you're right telnet is a system that allows you to give commands to a remote machine. However if security is an issue (and when isn't it?) I would strongly advise the use of Ssh instead. In short this is because data transmitted with telnet is not encrypted and with ssh it is. This means that a malicious user could sniff you're traffic and retrieve any data you are transmitting over the telnet protocol (including usernames and passwords). Telnet is highly susceptible to man-in-the-middle attacks.
