Not necessarily - in 256 color modes WinG is needed on my card (S3
Virge/DX based ELSA Victory 3DX), in HiColor and above it isn't. (But
I'd install WinG anyway, just for the sake of PSP 3.12-32.)

Alan: If your ATI card is an AGP card (IIRC it is) and you can select
the order in which the BIOS looks for gfx card BIOSes (AGP/PCI <->
PCI/AGP), I'd suggest you get an older S3 based card (with a 968
[ex-highend chipset with VRAM and a 250 MHz RAMDAC (perhaps depending on
the card)] or Trio64 or Virge family member [the Virge/VX has the
fastest memory (VRAM) and RAMDAC (220 MHz IIRC), the Virge/DX isn't so
bad either (EDO-DRAM/170 MHz), but the Trio64 and Virge only have a 135
MHz RAMDAC] - all of them have video acceleration) in addition to the
AGP card. That's the way I do it here as well, since the ATI Rage 128
based AGP card doesn't have Win 3.1 drivers.

PS: Today I installed the VMODE utility (used for changing refresh rates
and extended text modes) on the 486DX50 (w/ the ET4000 card) at school,
and now I can run 1024x768x256@70Hz! :) (The default setting is 87i Hz -
43.5 Hz effectively - and of course that flickers terribly.)
