Unfortunately, you have to be eligible for services of the National Library Service for the Blind and Physically Handicapped, which means a U.S. citizen with perhaps some additional qualifications, such as a US resident; I do not know all the specific requirements. But in general, Web Braille services are available only to those in the U.S. You have to have a user name and password obtained from a local state library for the blind.
