Hi Shell and list:
Web Braille requires that you be eligible for the Talking Book Programme
that is administered by the National Library Service for the Blind and
Physically Handicapped, Library of Congress. So anyone who is a US citizen
is eligible if they meet the criteria, regardless of where they live.
