Not really. As much as I wish I could access Web Braile, I don't expect
the U.S. Library of Congress to give me access to its offerings any more
than I expect the CNIB to give Americans access to theirs. There's always
interlibrary loan, whereby you can get the hardcopy stuff from the States.
That having been said, I agree that it would be nice if we could all get
access to the same material.

Unfortunately, you have to be eligible for services of the National Library Service for the Blind and Physically Handicapped, which means a U.S. citizen with perhaps some additional qualifications, such as a US resident; I do not know all the specific requirements. But in general, Web Braille services are available only to those in the U.S. You have to have a user name and password obtained from a local state library for the blind. It has to do with U.S. copyright protection, among other things.
