Yes it is.  It also shows, in the projected figures such as ten percent by
09 and two percent per years after that in AD, that AD is the poor relation
to subtitling.  I wonder why this is?  Blind users being quietly told that
they don't really matter?  That it is really too much trouble to AD a
significant amount of programming?  I don't know the true answer.
