Hi Karl
I agree that if one gets  subsidy one can still askor demand improvements.
However, if one pays the full fee, then one is in a much stronger position
to argue a case  because one can then say:
"We are paying same as everyone else  so we should have same access"

From a company  point of view, the company can say:
"We give you  a discount  because we are not able to offer same level of
access to service as others" I don't thing that kind of  argument has ever
been  tested in a  court!

If someone decided to  sue BBC over not enough audio discriptons, the
BBC may  argue that there is no DDA  case because the blind don't pay same
fee  as others.
