Actually, Derek, you have a very good point here. Blind users get a reduced license, one assumes, for not seeing the picture. Deaf users do not. Deaf users get sub-titles in most programs. Blind users get way far less in terms of audio description. Oh dear - am I walking to a kind of reverse discrimination issue?
