Yes, I just  feel that if the person's *only* reason to opt out is they are
blind, or partially sighted,  such a reason should not  be accepted by the
banks.

I mean  given sighted  able-bodied can't just  opt out, simply because they
don't  like the system,  why then should  a blind or partially sighted
person
be given the right  to opt out just because they don't  like the  system.
