They will use multi factor authentication though eventually.  Single Factor 
like with the username and password systems we have at the moment are 
becoming less and less secure, especially with fishing.

So don't use it then!
Customers  do need to take some responsibility for the risk they take.

If you went to the  bank and asked for £1000 cash,  would you expect
the bank to arrange for  a security man to take you home on the
grounds you may get mugged?

Anyway, as far  as chip & PIN at home goes, one could vote with ones feet,
take  account to  the bank that  doesn't see any need for chip & PIN at
home.

Not all the banks  plan the  new  system.
HSBC  see no need for it!
