I used the emulator. As long as you have a sighted person to turn on Talkback the first time you load the emulated phone, you can use that phone and when it starts it will talk. I also used ant and wrote my files in EdSharp since I did not have much luck with Jaws and Eclipse, but I know there are ways of getting Eclipse to interact with Jaws properly (well, the other way around, but you get the point).
