Well, you are both correct, at least for MOST MS operating systems. 
Unfortunately, not all of them include the MSConfig utility (WinME & Win2000 
immediately come to mind).  For folks running one of those, I recommend 
Startup Control Panel, which is a free add-on Control Panel applet designed 
to give you control over what starts up when booting up Windows.  You'll 
find it at the following site.  Be sure to thoroughly read the instructions 
for installing it.      :O)
