For example, what fraction of their online content will be free vs for pay? If the congloms decide to limit the popularity of this direct distribution, by charging a fee, then that could give local broadcasters an incentive to create their own market. Much like now. Buy the content from the conglom at some discount rate, and make it available to local viewers with ads inserted, for example. I don't see the possible VOD aspects of this as being what's most important.
