It makes that claim on the basis that Iran is doing some of the things (although on no comparable scale) that the US has been doing for decades. So it strikes me as perfectly reasonable, in the context of a discussion regarding the supposed threat of Iran, to make a reference to the much greater (at least on the technological level) US threat.
