Yes I think that is odd the way outlook does that. If you go to tools, options, on the preferences page, enter on email options then the advanced button. Tab and make sure suggest names when completing the to cc or bcc field checkbox is checked. But still the first time you go to send a message to someone in your contacts, it won't autocomplete. But the next time it will. I guess just a quirk with outlook, I'm not sure if that was by design or accident by Microsoft!
