Why not set your network up so they can not bypass the filter.

Is there some place (perhaps in the registry), where I can specify that
a certain Internet address points to a different place?
Example, some kids at one of our schools have figured out how to bypass
out Internet filter.  They always go to the same 2 sites.  I would like
to force their Internet Explorer to go to an HTML page on the server,
that has a message telling them they can not go to that site any more.
Is there a way to do this in Windows 2000?
