Wow Sheila you have your hands full. Met is also a
soft dog and though we have worked absolutely
amazingly together I have to admit there are times
when I wished he was not so soft.
Honestly I would consider a consult with a holistic
vet first. The wind issues can often be caused by
imbalances in their systems that a regular vet is not
trained to notice let alone help equalize.
That said- I could not help notice the recurrence of
issues that had calmed down from what it sounded like-
they also appear to be very common vaccinosis symptoms
that I had to deal with as do others who deal with
severe vaccinosis- has she been vaccinated again
within a few months of any of this starting up again?
and if so, with what? 
It may very well be that the incidents spooked her and
her confidence has been dashed as a result but I just
felt like I could really see Met and I in what you
wrote. Once we got the vaccinosis under control Met's
confidence and ability to work well returned again. I
had so many people question me about whether Met was
too soft a dog to be working or not so I won't even go
there- only you and the program can determine that
one. But if there is any possibility for an underlying
cause that could have set her back  like this- been
there done that, maybe you can get her some help that
will strengthen her bodies weaknesses in the holistic
veterinary field...
Maybe she was just spooked by circumstances of late
but it sure sounded an awful lot like the relapse Met
and I went through in 1998 and again in 2001
