Al,
The cheapest is $49.00 per month that I have seen and you have to have a phone
line with your major phone company, usually Bell or Verizon.
The speed depends on how far you are from the switching station.
With cable, the speed depends on how many high speed cable subscribers are on at
any given time.
Cable is generally faster than your cheapest DSL service, if no other 
subscribers
are online.
