The truth is that it takes fewer people to control a weighted ballot - all you
need to do is select the one judge you want to elect for sure and get a small
group of people to only vote for that one. It takes a lot more people to
control a weighted ballot.

Part of growth is discussion and change of process. There has been
discussion before about "block" voting, even for the Board, and (if I remember
right
and that's not always the case) that discussion a few years ago led to the
change to the 1,2,3 votes. Realizing that this doesn't stop the "block" voting
should initiate another look at the process. This isn't about the judging,
it's about the voting process.
