From a handlers standpoint, we know exactly who requires a loose lead and who 
does not. 
 
Those judges that really require a loose lead, do it because they understand it 
is VITAL in understanding the motion of a dog in the show ring, and as such 
insist upon it as CENTRAL to their procedure. In my way of thinking, they show 
their RESPECT for  the GSD's gait and give it's just due by insisting upon the 
loose lead.Those that do not, either don't know or aren't interested in judging 
dogs, but have other motives get in the way. 
 
About 15 yrs ago when i started handling and didn't have the experience to know 
which judges meant business and which didn't,  i used as my cue a very famous 
West Coast handler(who today as graduated to running for the board), who had 30 
yrs in the breed already and who i respect as a "smart" cookie. By watching 
him, i learned  quickly those who required it and those who gave it "lip 
service".

I've told a few if you don't put it on a loose lead you cannot win today. If 
they don't put them on a loose lead I assume the dog would fall apart on a 
loose lead and they rather lose looking good then lose because their dog fell 
apart. And they don't win, that simple
