No. I'm quoting from the following link which actually shows a video:

"Many dogs, such as the Brittany Spaniel in the video above, will seemingly
develop Lyme Disease signs within a matter of hours. The dog in the video
was normal one day, a little quiet and less energetic the next, and by the
third day was so full of joint pain that the owner had to carry the dog in to
the
animal hospital."

While some dogs don't develop any symptoms, and some may take longer, very
often there is a quick onset of symptoms, within a matter of days.

Who knows where the puppy was bitten? And I agree, things happen, and it
doesn't always have to be the breeder's fault.

The symptoms of Lyme disease in dogs differ from those in people, and
usually occur much later after the tick bite. Clinical illness in dogs
usually occurs 2 to 5 MONTHS after initial exposure and the likelihood of
disease and the severity of the disease seems to vary with the animal's age
and immune status. This pup would have had to been bitten before 8 weeks
old.
