That is what you  would think, but sadly this is not the case.  I don't 
think we need to worry about the driver that hit Chip.  She knows someone I 
know on facebook and she is evidently convinced that she was paying 
attention while driving.  I don't know how she can think that when she 
clearly ran someone down in a cross walk. Chip was a big man that stood six 
foot five inches tall, you would think he would stand out in a cross walk. 
When another friend of mine was ran down in a cross walk.  She sustained a 
compound fracture on her left leg and a year of rehab to recover, that 
driver was very remorseful at the time of the incident, but then stated just 
two weeks later, that she, my friend,  had no business being out there 
anyway, half blind.  The only thing I can guess it that this is a survival 
technique so that they can live the rest of their lives with what they have 
done.
