The TSA list is a simplified summary and limited to passenger aircraft - the 
actual air cargo list is well over 400 pages. Even the longer list is not 
definitive as much flies with the pilot's discretion; the pilot has final say 
on whether something, or someone, travels on the airplane they are responsible 
for.

UPS does not list Argentina as a dangerous goods destination so call FedEx. 
Rule of thumb, if you will pay the fee for the parcel you can ship by air.

When working through the shipment details simply chase the classification, No 
one you talk to is interested in truth, they will simply follow the Reg. They 
will help you correctly classify as there are conflicting classifications. They 
will help you get the docs needed for clearance at the other end. This bit can 
be very important - my propellor manufacturer forgot to send proof of origin so 
my new propellor was held in customs pending that document. With a shipment you 
are not there, the doc stands alone.

Last choice is the cargo division of an airline that flies. They will, at 
random, be easier or harder than FedEx. They will require airport delivery, and 
will not help with paperwork or customs. Their accessible staff can be counted 
on not to know International rules.
