That sounds like a reasonable compromise.
Incidentally, after re-reading section333, it refers to a G-12
automatic. This gives me a warm fuzzy feeling since Ryan Cawdor used a
H&K G-12 in several books in the Deathlands series I was a fan of
during the 80's (and still read now), though his G-12 was a caseless
rifle, not an automatic pistol.

It is reasonably clear that the Machine Pistol should not be used if
you have fewer than 6 rounds of 9mm ammunition.
For some readers, however, it may seem counterintuitive to have
ammunition left but be unable to use the weapon. We suggest that when
9mm ammunition falls below 6 rounds, the Machine Pistol can be treated
as a Pistol (cf. Section 333). While this is not a perfect solution,
it is a reasonable compromise.
