You do a cost benefit analysis of the use of a platform against the project requirements. That includes how much time it will take under various senarios and which platform offers the most bang for the buck within that senario.
Then you pick the one that is the best tool for the job.
It might be VS because of your experience or it might be something else if you have experience with anything else and you find that requirements fit that platform better. If you want a PHP, MySql Linux based project and you are experienced with both Linux based systems using PHP and MySql and with VS and PHP using Sql Server then you might opt for the former since you lose many features of VS due to the MySql requirement anyway. It does not make sense to say I am going to force a square peg into a round hole unless you have no other choice. And even then, perhaps a hammer would be the best tool for the job, or perhaps a saw? In either case it is up to the carpenter to pick his tool based on his experience and what tools he has available.
