You didn't tell us whether Cox is your usual ISP; it's probably not, 
which it won't let you send email to prevent spammers from doing just 
that, using a different ISP than their own.

The hits with the best explanations seem to be these:

This error is very typical when you try to send an e-mail using an ISP 
you don't have an account with. Most ISPs block any addresses trying to 
send e-mail through them if the addresses are not their own. This is to 
counteract spam. If you are using a proxy it can have this effect too. 
It probably doesn't have anything to do with XP or your computer.

In your case I would suggest using a "public" smtp-server, i.e. one that 
doesn't block any addresses. Or use the smtp server that comes with your 
account.
