You didn't tell us whether Cox is your usual ISP; it's probably not, which it won't let you send email to prevent spammers from doing just that, using a different ISP than their own. Most ISPs block any addresses trying to send e-mail through them if the addresses are not their own. This is to counteract spam. If you are using a proxy it can have this effect too. It probably doesn't have anything to do with XP or your computer. In your case I would suggest using a "public" smtp-server, i.e. one that doesn't block any addresses.
