While the DB/instance can be managed via the "Administration" tab, it's the more important (IMHO) "Performance" tab that's disabled without the packs, specifically the Diagnostics one. I have never used the Administration tab and I guess I don't see the point. A DBA still has to know how to add a control file manually (you can only look at them via GC), rollback segments are easily managed even if a Sr. DBA rightly doesn't want them, and the two "Jobs" links perform drastically different functions. Those are just the first three issues I found in a minute's time looking at the tab. I'm wondering what it would take to duplicate some of the Performance tab's functionality in a freeware APEX app. Then again, I'm a big fan of irony. :) GL!
