Hi,
I would prefer if we didn't add a blerb, because that would mean additional
translation tasks
for everyone, and there weren't any code bugs that were fixed, only translation
updates.
On the other hand users will probably ask what is the difference between 2012.3
and 2012.3.1
I am hoping that just the english blog post for the release will be enough, or
we inform them
on the mailing lists if they ask.
