Sorry...I thought OE meant Outlook Exchange since that's what we mostly use

First of all OE stands for Outlook Express and that's not part of Office and
OT in this group
However, go into Outlook Express and go to Tools>Options and click on the
Security tab...remove the check where it says "Do not allow attachments to
be saved or opened that could potentially be a virus"
If this doesn't fix it, take this topic to a Windows group.

I searched the Microsoft Knowledge base for this error but it was not found.
OE removed access to unsafe attachment
I don't know what version of Windows or Outlook is being used in this
situation.
