Rajesh that's why the setting is there - precisely to stop them doing that!
At the risk of a cheeky response, I think your users need a bit of training
in how to use Outlook! There should be regular scheduled send/receives on
their settings - maybe this is set by your network admin? Every 5 minutes
isn't excessive if they are connected to a network, depending on the amount
of mail they tend to receive.
They should also have their mail sending options set up as follows:
Tools> Options> Mail Setup> Send/Receive - tick the checkbox to "perform a
send/receive on exiting".
That at least will stop them leaving emails in their outbox when exiting
Outlook.

be aware of that.
In Outlook, this should only happen when you are trying to quite the
program. What you may be experiencing is when you try to close an =
email
that hasn't been "sent" - that is, you haven't clicked the "send" =
button.
Outlook is merely prompting you to decide whether you wish to cancel =
sending
the email.
There are two things going on here - please give us more information so =
that
we know which problem we are trying to solve.
